i believe the lack of enforcement of valid laws by the president is something a plaintiff should bring into the court system -- if it has not been done already. since the supreme court has already rendered a decision on the line item veto, the court should have something to render for a "tacit line item veto." just my opinion. is something like this going on in the court system already?
