Decreased investment capital means fewer jobs, reduced economic growth, and everyone suffers. In fact, the people who would suffer most are the wage-earners who no longer had jobs because capital investment went somewhere else. Not to mention the inherent unfairness in taxing money more heavily that has already been taxed.
