What does 'runaway deficit spending' mean to you?
It means that, left unchecked, government spending will continue to grow faster than tax revenues.

Currently the federal debt is already above 100% of the GDP, and the deficit is 7% of the GDP. These are levels that would be considered unacceptable anywhere else, especially the Euro zone, but we can get away with it because we're squandering the U.S. dollar's status as the world's reserve currency.

If we actually reduced the deficit down to 1-3% of the GDP (i.e. 1% in good times, 3% in recessions), we should be OK. Anything beyond that would be runaway deficit spending.

No need to tell me that we actually balanced the budget under Clinton, because that was on the back of a huge dot-com bubble with unsustainable P/E ratios based on "pro forma" earnings.
