Not to many good substitutes for lead. You want something heavy, maybe somewhat soft as well (a very hard bullet would tend towards more overpenetration and less energy transfer to the target) Tungsten is heavy, but harder and more expensive, also some claim its as bad as lead in terms of toxicity. Gold is heavy and soft, and chemically nonreactive. It might be great except for the fact that its ridiculously expensive for this purpose.

Lead is toxic but normally the amounts that would be involved would be insignificant except for the animal being hunted who has bigger things to worry about than lead poisoning.

I really don't see anything else as being all the practical besides lead (well maybe steel bird shot, but not for other purposes).
