and for 2013 the request is over $3.8 tril.

In other words spending has been increased not cut.

And the only reason it hasn't increased even more is the sequester.

why do you think the budget deficit has been cut nearly in half this year?

Because the recession is over.

And the deficit is still one of the worst ever.
