Actual spending has increased as shown by the data in my post. It increased even more if you go back to 2009 rather than 2010.

2013 isn't over yet. Recently with the shutdown spending has been down (about 17 to 23% depending on the source), but that's probably all going to be made up and then some.

If it spending does actually decline for 2013 it will

1 - Be a rather modest decline, from a very high level.
2 - Be almost entirely because of Republican efforts to control spending, and the end of the recession, not because of some plan by Obama or the senate.
3 - Still leave federal spending well above the norm as a portion of the economy.
4 - Be a short term thing, with all the policy changes effecting spending over the long run increasing spending rather than decreasing it.
