1 - False (the only time in recent years or even recent decades maybe, but that isn't the same thing).

2 - Not very important in light of
A - Spending is still up since Obama took office. Which means spending has increased.
B - The recent decline is largely cyclical as a major recession ended. (And is estimated, so far the two year decline hasn't happened yet.)
C - The only other significant reason for a decline was the sequester which Obama says he wants to end.
D - The long term prognosis is for much higher spending, and Obama only made that worse (most of all with Obamacare but also in smaller ways).
