This generally happens when the bid and ask are the same. Generall y it doesn't last for long... Basically if one MM raises his bid and meets the ask of the MM on the ask side. The ask MM will drop off and raise his ask. In this case one of them didn't back down for awhile. Just one of those anomolies that happens. I wouldn't try reading anything into it. IMHO.
