free, reversible sterilization to both high school girls and boys-- It would never work. You'd have to pay them. Then you would get takers. But they should have to pay for the reversal if they decided on that later on. Would sure solve a lot of problems, but also be a litigation lawyer's dream. But neither the right nor the left would go for it.
