I know that individual investors are in a disadvantaged position. But currently with SEC looking for a suspicious activity and a possibility of going to jail for insider trading - it limits the amount of money insiders can make ( steal from others since market is a zero sum game short term).
If you make insider trading legal, then an officer who has some information about merger or a big contract instead of telling his friend to buy some 1000 shares and not more not to bring attention will be able to bet a farm on a stock or sell the info to those with alot of money so they will pocket all the profits. I just don't see how legalizing insider trading can make thing better.
