The issue for us in NC (legalities aside--we'll get the NC Supreme court decision next spring) what would be the cost of having to provide universal pre-school for poorer children and where would that money come from.

We are state required to balance it's budget under the state constitution. In any event if we are going to do this I think it should be fully debated in the legislature and not mandated by judicial fiat.
