The problem is, we are talking about bureaucrats. While I agree with you that there were better decisions, heck I could have done a better job, the reality is they went with the safest choices.
While I agree with the gist of your post, I think it was just more than "safe" choices regarding hardware and software tech.

In these types of projects, choices are made not due to cost, efficiency, or innovation, but due to politics and regulation. Here's an example of design choices that were made because HHS officials didn't want people to see the cost before subsidies: forbes.com

Of course, saying that the web sites crashed because they don't want you to know the true costs is kind of sensationalist, but other than that, the article is pretty good.
