The launch issues are symbolic of the entire enterprise.

There would have been no major launch issues but for the two points I made earlier --

1) They withheld the regulations until after the election because they knew they would be cut to ribbons during the election if the facts of the implementation got out before the election, and

2) They decided to require a complete account creation with identity verification at the last minute so they could compute subsidies, because without the subsidy computation they believed the prices were so high people wouldn't enroll, which was correct.

Both of these tell the story. The program would have been far more unpopular if it had been exposed in advance and without massive amounts of money spent on subsidies the entire exchange concept would have been inviable.
