Neither USA or China are rich in Virtuous Victorian Values but in some economically significant respects China has pulled ahead of USA. Welfare is not pandemic in China. Rap culture is not the norm. Swindling is normal.

Using visible light to deliver Cyberspace is problematic and of limited use. Last century there was a company AirFiber which used lasers for long range data transfer [and short].

There is plenty of spectrum already, in radio, if used efficiently, such as by installing billions of nodes on copper or fibre and making devices intelligent [finding unused spectrum to avoid interference]. Light bulbs are not going to have much effect. The electricity supply network is no good as a Cyberspace network though it can be used in limited ways to do that. Zenbu has a few customers who use plug-in adaptors to deliver internet through their premises to extend coverage.
