They won't be. I have been down this road more than once. Both in a state agency and out in the real world. This is what happens when an agency/department gets charged with something that is way beyond what they actually do. Their bureaucratic instincts kick in. Let us take the safest choice, after all no one got fired for choosing IBM/Intel/Microsoft.

So instead of trying to attract talent from Twitter, Google or any high volume site, they went with the big names. Those names failed them because they don't build efficient systems, although that isn't hugely important, websites. What is important is scalability. If the current incarnation doesn't work, then switch on more servers.

To hammer the point, they should have went with Ruby on Rails 4.x and Ruby 2.x. But they went with PHP and .NET. So they were screwed from the beginning.
