A high bp in a sector or an index only means that a high number of individual stocks are on a buy signal ,it doesn't mean individual stocks within that sector or index can't go higher. So of course when a sector reaches 90% it really can't go much higher. It means 90% of the sticks in that sector are on a buy signal.
A sector or index can retain a high bp for quite some time until individual stiocks go into sell signals.
I'm not arguing one way or another.i try to just follow the trend and the trend is up for now.
I personally use a 15/30 moving avg crossover to determine when to be in and when to be out .
I also watch carefully a 1 pt p&f chart. Again, for now they remain positive
I don't try to predict where the market or a sector or an individual stock is going I just ride the trend

I am still trying to understand where you get these 108 boxes and other numbered boxes .i have never seen anything like that and I'd like to really understand them.
