Of course, as could any policy, including ACA exchange policies.

And I could choose to drop my insurance at any time. But as a practical matter this simply DID NOT HAPPEN. The incidences of insurers dropping coverage for individuals were extremely rare (5,000 cases from 3 biggest insurance companies in a four year period) and were almost always a result of fraud

But those who don't want it also have given up their freedom to make the choice. That isn't a good tradeoff to any rational person.
