Not to anyone. And there is a reason for it; insurance companies who did that were subject to lawsuit. As indicated the number of instances where is occurred was almost nonexistent and generally a result of fraud being discovered. Of course, under the ACA, there can be no fraud since lying on the application doesn't matter -- anything goes.
