Where the actual document is 906 pages, it refers to, for inclusion, many existing and proposed regulations.

To understand the scope of the ACA, you would need to not only read the 906 actual pages, but every reference to the other existing and proposed regulations.

In other words, about 22,000 pages.

If you don't include the existing and proposed regulations to which the ACA references, there is no way to know how to comply or if you are complying. And you also wouldn't be able to design the web portal and back end integration without all 22,000 pages.
