I don't mind telling you. I had been the State Director of Alcoholism and Drug Abuse prior to writing the EMS plan and wrote that State plan. So I knew something about state plans, but I knew nothing about EMS.

They had been trying for 5 years to write a plan the feds would approve under PL-93-154. The feds kept turning them down and the last guy had just quit. They had six weeks left to write a plan they would accept or we would lose millions of dollars. The guy who quit said it could not be written. He had worked on it for a year.

The planning director asked me what I thought and I told him we had to write it. If accepted we would get millions over the next few years.

So they hired me as a last ditch effort. I had 6 weeks to learn the subject matter and write the plan. I worked 12 hours a day for six straight weeks. Toughest thing I ever did. I had copies of other plans to get ideas from, but most of it was just stuff I figured out.

After I wrote it, I left and went to work on the Alaska pipeline out of the laborers union which I belonged to. When I got back 6 months later no one knew what to do with the money ($500,000) and we needed to show results and write another plan; so they hired me back again and eventually the governor appointed me State Director.
