Interesting. I see you did use other plans as a model. Now I have to wonder what qualified you to be chosen as State Director of Alcoholism and Drug Abuse and write their plan. I can think of some things but normally those wouldn't get one a job like that. Also interesting is you wrote this plan for the state, had previously had a state job, then left to work as a laborer on the pipeline. You'd think they would have found you a state job. PS My grandfather was in the laborers union & I was an ironworker when I was young.
