I think the cops just ambushed him and killed him and never asked him to drop the toy gun at all. I saw the video of the cops lying about the man in a chair in a street and unbeknownst to the police it was all on surveillance video. The cops there claimed the man rushed with a knife and they had no other choice. In reality, the man stood up and nothing else and they shot and killed him. Cops and the Govt are habitual liars.
