I don't see this as a 2nd amendment issue.

This is a far more basic philosophical issue than that. We are seeing across the board with our public servants. With many in law enforcement there is an attitude of "us vs them", without distinguishing criminals from people in general. They aren't here so much to prevent crime, they are here to keep us in control. They have forgotten who they work for.
This is what they forgot:

That to secure these rights, Governments are instituted among Men, deriving their just powers from the consent of the governed,

One place where you can see the difference in the attitude of many in law enforcement in the U.S. is to compare the actions of those policeman in the case you cited to that of our military's rules of engagement in Afghanistan and Iraq.

Our military is required to show more respect to people who are in a hostile country, with people who are openly hostile to them and who may even be openly threatening, then many of our own police show us.

Of course, once our public servants forgot that they derive their power from the people, it follows that they wouldn't respect our right to protect ourselves. Which I believe is something that the progressives are not only focusing on with the attack on the 2nd amendment, they are doing it through the socialization process in our schools. Kids are told that they can get in as much trouble for defending themselves as for being the aggressor.
