No one. But it is sloppy as hell.

Pretty much like sending out a first draft of a letter with paragraphs lined thru.

It is sloppy, even in compiled code -- unless there is some reason for keeping it around as Ten suggested. But in html, it is sort of inexcusable for production software to make it out like that.
