Z, being a New Yorker, may be under the impression that 20-and-30-somethings are not going to be shocked at the price increase, since NY prices are already sky high. But in most other places, the sticker shock has begun to set in.

If they don't make the 2.7 Million, and if they miss badly, as they probably will, the taxpayer cost is going sky high. Not at first, since they have a built-in buffer (some would say slush fund) for that potential outcome. But over time, these premiums are headed up in a very big way.
