After the rain stops and sometimes during rain, Just take out 1 or 2 oil soaked cotton balls and use them with some dry kindling to get a "wet" fire going.

Dry kindling can always be found under a fallen tree. Look for dry leaves, termite dust, and dead grasses, then add twigs and pine limbs. If the grasses are dry enough, use your swedish steel to ignite the fire and save the cotton balls for another rainy day.
