It means to conserve the norms and mores of the society. That is what they are doing in Saudi Arabia, here, and in North Korea!

And you really think Kim Jong Un is a liberal???

He is as conservative as they get.

He kills all fucking liberal on site.

A liberal in North Korea has a life span about as long as one sentence that comes out of their mouth.
