The Chinese have implemented universally politically unpopular things like the "one child policy", because they have an enlightened authoritarian oligarchy running the place. Otherwise they'd have 3 billion Chinese to feed now now instead of 2 billion. They have the ability to do things that are impossible here. They can and will do whatever is needed to solve their problems, while we remain paralyzed by our political system. The only question for them is correctly identifying the problems and choosing the correct solutions.
