Yes, that's what I've read. But Z says the NY state exchange somehow bypasses or expedites the income section.

Z then could not have applied. The NY exchange requires you to estimate your 2014 income and break it down into several categories. This is used to calculate your subsidy. It appears they check projected income with past income to rationalize your estimation. In my case, the estimate was quite a bit lower than in past years due to my choice to defer income. They did not approve the subsidy application right away. After several days, they asked the question if I anticipated a significant difference in my 2014 estimated income relative to 2012. I answered yes and then the subsidy was approved.
