Because the basic principle of insurance is that the majority undamaged subsidize the few damaged. If you're healthy and make no claims, you'll be subsidizing those damaged too. I've always seen insurance as reverse gambling. Rather than betting you're going to win, you're hedging against a future catastrophic loss.
