The skewing of rates of young supporting old may actually work out in the long run as this is the achilles heal of the AFCA IMHO as I don't think enough young will sign up to make it work (we will see on that).

But in the long run the collapse of the AFCA due to this (the rates become unworkable if the young don't sign up) could drive us into a single payer system as all the winners under Obama care howl as they again lose access to affordable health insurance when the rates rise.
