Considering how many places the size of Fairbanks Alaska their are in the world (1.8 million if you count the land area of each, almost 4.3 million if you count water area), and the fact that the records only go back at most a few hundred years (probably less for Fairbanks, there really wasn't anything there before the 20th century), there will be multiple record highs every year, even years when the world as a whole is relatively cool (like in the 70s), except maybe extreme cases like "the year without a summer"* in 1815. There will also be record lows every year (including this year).

* When you had the eruption of Mount Tambora spewing ash and dust in to the atomosphere, on top of 4 other major volcanos since 1812, and the Dalton Minimum (a period of lower solar activity)
