You are attaching "value" to mental states, and mental states have nothing at all to do with the economic consequences.

Its the old argument about tree's falling when nobody hears them, so was a sound made?

The window is broken independently of who did it, and independently of who watched it. People watching don't make it a positive vs negative economic action, nor do the thoughts running through their minds while watching it.

There surely can be extensions where you make those additions have their own economic consequences (like the spectators were charged admission to the event) but that is not the question here.

The point still remains that almost any action can be either positive or negative depending on context. It is a mistake to make blanket claims. A hurricane destroying a town can in fact end up boosting economic activity, just like building too many houses recently caused a decrease in economic activity. Simple minded claims to the contrary don't explain things.
