You have basically stated that during a recession, destroying property and rebuilding is an acceptable form of Keynesian economics... Right?
Cash for Clunkers was another form of "Keynesian economics."

Basically the government took good, functional cars off the road, destroyed them, and in return gave cash toward the purchase of new cars.

The supporters argued for this program from two angles:

1) It helped boost sales of cars. Well, no it didn't. All it did was create a temporary spike in sales. After the program ended, sales went back down.

2) It helped take dirty cars off the road and replace them with cleaner, more "efficient" cars. Perhaps, but it's unclear just how much difference this made in terms of smog and CO2 emissions. Probably less than 0.001%.
