Aquifer recharge is largely being done where aquifers have been depleted. As aquifers get depleted, water use goes down. If you recharge them, water use goes back up. The problem is using too much water, and use tends to only be modified when its not available as easily anymore.

The worlds a complicated place, and sometimes what seems like a nice solution might not work out so well...
