I am glad we agree on the veterans' care, and yes, it is part of the cost of war.

Now I did not mean that hip replacement is a luxury for the patient, but that rather providing "free" hip replacement for the unfortunate elderly who cannot afford it is a luxury for the society at large. We can make a lot of arguments here. From a purely humanitarian perspective, yes, the society should take care of all its members as much as it can. But from a pragmatic perspective, you have to triage where you can allocate the limited resources. BTW, on that score, F35 and the like are even lower than free hip replacement.
