Dale, You may very well be correct on the budget and I share that opinion, but I do have a different opinion on what they would like to create here and what value they see in the old user base. i think they really want this site to gain relevance again. They may not have the experience or expertise to know how to do that. Someone is obviously making the decisions, no matter how minor they may be, for the implementation of new things. They just aren't making enough decisions fast enough and without marketing, which could simply be budget issues at the current time.
