Yah, inasmuch as it doesn't require insurance companies (does it?) to offer the policies you're right, and individual state commissioners do, apparently, have the power to nix this. Additionally, when the President promised you could keep your policy if you like it he didn't say for one more year. So it does look like the WH is trying to finesse it instead of address it. It is going to be a can of worms. Maybe if the website gets up and working enough people will sign up that we can get a statistical handle on how to adjust an tweak the Act to make it work.
