Interestingly enough, State is the one offering the bounties. The left hand doesn't know what the right is doing though. Some at State who don't know the breadth of involvement think this move will exonerate State. In fact, State isn't involved covertly, but the lead back will divulge who is.

I suspect old Jonah Betrayus is sitting on the hot seat. I can read his mind. He's directly involved with the conspiracy to shield the president from gross negligence and dereliction of duty.
