The Washington Post has an illuminating piece this week about the background of CGI Federal, the main IT contractor for HealthCare.gov. Briefly, CGI (a Canadian company) acquired AMS (an American company) in 2004 and used it as a way to get business with the U.S. government. AMS was founded in 1970 by some of Robert McNamara's DOD "Whiz Kids". One of them, Charles O. Rossotti, was later appointed IRS Commissioner by President Bill Clinton. He then went to work for the Carlyle Group. All of these top goverment types are highly inter-connected, so I'm not sure the Hillary Clinton aspect you mentioned has any particular signifigance. P.S. I have extensive personal experience working for a state government agency that hired AMS for a multi-million $ project back in the 1990s. In fact, I made quite a bit of moolah while helping to clean up the mess! :o) Health-care Web site’s lead contractor employs executives from troubled IT company washingtonpost.com The lead contractor on the dysfunctional Web site for the Affordable Care Act is filled with executives from a company that mishandled at least 20 other government IT projects, including a flawed effort to automate retirement benefits for millions of federal workers, documents and interviews show. CGI Federal, the main Web site developer, entered the U.S. government market a decade ago when its parent company purchased American Management Systems, a Fairfax County contractor that was coming off a series of troubled projects. CGI moved into AMS’s custom-made building off Interstate 66, changed the sign outside and kept the core of employees, who now populate the upper ranks of CGI Federal.
