Yes, it is also possible that the three billion used for Cash For Clunkers, had it been spent wisely on facilities for the mentally ill instead of wasted, could have averted the tragedy. And certainly, the trillion dollar stimulus that was wasted could have had, say, a $50 Billion carve out for mental health facilities in every single state that could have cared damned well for people who needed help.

So, before you start blaming people, look at your own fucking idiocy.
