This. I can easily imagine the McKinsey consultants trying to decide how to diplomatically deliver the message that the project was being managed by morons and was headed for certain catastrophe.

I assume that eventually, by brute force and the expenditure of billions of dollars, the administration will be able to create a web portal that more or less functions.


When software projects are badly managed and wrongly constructed, they don't fail gently. I assume that the only way to get a web portal plus a working subsidy calculator, payments system, data hub, and distributed data network, is to scrap the current system and rebuild it from scratch, which would take five years and hundreds of millions of dollars. You really think they are going to get that much time and money to try again? I don't.

Somebody better be working on that subsidy calculator API, because using the insurers as their agents is their only hope.
