When software projects are badly managed and wrongly constructed, they don't fail gently. I assume that the only way to get a web portal plus a working subsidy calculator, payments system, data hub, and distributed data network, is to scrap the current system and rebuild it from scratch, which would take five years and hundreds of millions of dollars.


I keep wondering about the warrantee.
