The CBO, estimating a perfect rollout of O-care, estimated a reduction of the uninsured from 55 million to 29 million at a cost of $1.3 trillion over ten years.

A trillion dollars this decade - in the brightest possible light - to leave 30 million uninsured. The promise was to insure those 30 million. It doesn't do it, even by the government's projections. With the likely death spiral and the tens of millions that will lose their policies because of O-care, it is an utter failure.
