Since the mortgage bust, banks put in place more stringent lending policies, except maybe for vehicle loans. Most are adhering to Basel III guidelines and yes, very wary of Dodd-Frank. In this environment, the only thing that's going to boost loan demand is more financially strong borrowers requesting loans. Their are fewer financially strong borrowers and those that exist are obviously not borrowing as much. C&I loan levels are under where they were in 2009.
