True. That makes NIM superfluous because its scale is too small. I won't lend just to acquire a few points of holding discouragement.

If FED wants to employ a synthetic means to get them to lend, they only need to raise the ff rate by opening Temporary with RPs. This ploy has limited range, but it would work to drive the money changers back into the temple.

However, they're too timid to employ such a vigorous approach, and they fear what it would do to markets.
