It is a good question, well framed too, and worth pondering. What is sold in private market transaction however can seldom be applied verbatim to a public market - that would be a classic mistake. Finance literature is full of case studies.

There is typically a big discount in such large blocks and minority stakes. Siemens sold is for 2.2 not because they valued the whole at 4.4 but this was the best they could get for their 50 within their timeline. I would not term people at SI as clueless, only that this did not fit into their business strategy and vision. One is free to question their strategy and vision but that would be a very different kind of question.
