Bureaucrats use scientists when making policy. Policy is mostly made at the administrative level. E.g. a fisheries biologist usually manages fish stocks.

Unless the pubs have the power to negate them.

That last sentence is the key. When the Pubs took control of the NC they set about changing the composition and Structure of the Natural Resources Council so it favored them and their view points.

An it's my understanding they are doing the same thing at the national level when and where ever they can.
