I think I see your argument. But your line of argument than is that each party sees government as a kind of grab bag of goodies--defense and defense industry for the Reps as an illustration, safety net as an illustration for Dems.

Perhaps that's where we differ. The Reps simply are not interested in governing. Governing entails reaching compromises with other political players so the machinery works. The Reps have made it as clear as possible they have no interest in the sorts of compromises that entails. It's there way or the proverbial highway.
