If you're taking the proof line seriously, you'll need a BFS. Seriously, do you think RPA just pulled numbers out of the air? You have to submit estimated costs to the software.

The Whittle is like a preliminary PEA, as the cost estimates have already been tested. No, Whittle does not satisfy the requirements of a PEA according to CIM methodology, but it's a step above a simple resource estimate, which requires only that the defined resources have a reasonable prospect of economic extraction.
